The model of cooperation between the central government, local authorities and large enterprises (enterprises) to jointly promote supporting industries (CNHT) is increasingly effective.

Link to improve productivity, reduce error rate

According to the Department of Industry (Ministry of Industry and Trade), starting in February 2020, the Ministry of Industry and Trade, Hai Duong Provincial People’s Committee and Samsung Vietnam signed a Memorandum of Cooperation on production and quality improvement for enterprises in the province. The program has conducted improvement consultancy on production and quality for 15 enterprises, received positive feedback from the business community in improving productivity, reducing error rate. At the same time, changing the awareness of employees at the enterprise in the issue of maintaining improvement activities, meeting the strict requirements of customers not only in terms of price, quality, delivery but also in terms of social responsibility in the environment and labor safety.

Following the successes of Hai Duong province, in September 2020, the signing ceremony of the Memorandum of Cooperation between the Ministry of Industry and Trade, Bac Ninh Provincial People’s Committee and Samsung Vietnam took place. In particular, the project of cooperation with Bac Ninh Provincial People’s Committee is long-term, sustainable development orientation for the Vietnamese business community in the province with 2 main contents, including: Enterprise improvement consultancy program and Supplier development program took place in 6 years (from 2020 to 2025).

In addition to cooperation with the locality, the Department of Industry has also developed the Scheme “Organizing a training program to advise and support the 5S3D process for CNHT enterprises in the mechanical, electrical and electronic sectors”. Accordingly, Hanoi Department of Industry and Trade has coordinated with NC Network (Japan), ReedTradex (Thailand) to support mechanical engineering enterprises in the city to participate in specialized fair on mechanical engineering and manufacturing in Hanoi. Mr. Nguyen Xuan Dung – Director of Tran Thanh Co., Ltd – said that the program has helped enterprises change and achieve greater efficiency in production and business. This is a stepping stone to confirm the company’s capabilities with other partners, opening up many new development opportunities.

Need to promote local role

The Department of Industry insists that, in the coming time, the model of development cooperation between the central government, local authorities and flagship enterprises needs to be implemented in the long term. In the long term, localities can consult and implement towards improving the capacity of CNHT enterprises, deeply participating in the global value chain.

In fact, through data on foreign direct investment (FDI) in Vietnam in 2021, the FDI community believes that Vietnam is still an attractive investment market. In order to shorten the time of access to production levels, global supply chains, in addition to the efforts of enterprises, decisive support from central agencies, the role of localities is very important. However, most localities have not developed specific criteria and action programs and have not allocated appropriate resources to implement industrial development activities in the area…

Therefore, based on the positive results achieved in the cooperation program between the Ministry of Industry and Trade – Hai Duong Provincial People’s Committee, Bac Ninh Province and Samsung Vietnam on improving production and quality for enterprises in the area, the Ministry of Industry and Trade expects the localities to actively raise awareness, role and importance of the processing and manufacturing industry in the process of industrialization, economic restructuring, promoting the country to escape the middle income trap. At the same time, the localities are encouraged to develop policies and programs for the development of organic agriculture in particular and industry in general.
