Supporting industrial development, increasing the localization rate to boost exports

To promote the export of goods based on the good exploitation of competitive advantages, contributing to promoting economic growth, developing production and shifting the province’s economic structure towards industrialization, modernization, addressing employment needs, incomes, raising incomes for employees.This is one of the target points of the project to promote the export of goods in Thai Binh province in the period 2021-2025, oriented to 2030.

Supporting industry plays a very important role in the economy, it directly creates added value that increases the competitiveness of the main industrial product and accelerates the industrialization process. In the past time, the support industry of Thai Binh province has been developed by all levels of industries, especially 4 sectors: Electronics support industry, textiles, mechanics and porcelain support industry. Many Industry products that support the development not only provide products for businesses in the province but also provide for businesses in other localities, contributing significantly to the growth of the province’s industry.

In the project of boosting exports of goods in Thai Binh province in the period 2021 – 2025, oriented to 2030, Thai Binh aims to develop exports of goods with high and sustainable growth rates, as a driving force for growth and economic restructuring, job creation; Change the structure of export goods in the direction of boosting exports of high value-added goods, increasing processed and manufactured products through investment in the production of local exports, limiting the export of raw products; Actively and actively participate in the global value chain of export products, especially export goods is the strength of the province. Mobilize all domestic and foreign resources in the direction of socialization to develop the production and processing of high quality exports.

Specific targets: Total export of goods in the province by 2025 reached 2,759.9 million USD, corresponding to an average growth rate of 10.5%/year; Stable and ensured high growth with markets such as China, Korea, Japan, the US and the EU; The ratio of export turnover to GRDP of the province reached over 50% by 2025; Group of light industry and handicraft goods accounted for 95-96% of total export turnover; Group of agricultural, aquatic products accounted for 2.5%.

Also under the project, Thai Binh oriented on key export products for each period, including:

Period 2021 – 2025: Key products are items with strong strengths, stable consumption, diverse markets, competitive advantages: Garment, leather, fiber, fiber, components, parts, metal products, some agricultural products such as rice, moss, moss,…

For exported agricultural goods: Changing the structure of export goods in the direction of concentrating some agri-food, aquatic products and processing agricultural products in order to improve productivity, quality and product specifications in accordance with the consumption market. In particular, it is necessary to focus on improving the processing and preservation of agricultural products.

For processed and manufactured products: Shifting the export structure towards raising value added, encouraging the export of processed and manufactured products, products with high technological content and gray matter; increasing the proportion of industrial goods, especially manufactured industrial goods such as components and peripheral equipment; electronics, telecommunications, construction materials… Determine the development of exporting new items in accordance with the trends of the world market and the advantages of Thai Binh in the period 2021 – 2025. New items are medium- and high-tech manufactured goods (electronic equipment, mechanics, machinery, interior decoration…); focus on developing these items on the basis of attracting strong domestic and foreign investment.

Strengthening the linkages along the value chain from production – processing – consumption; shifting the structure of processed products towards improving the proportion of value-added products, improving the quality and food safety, lowering the cost of products based on the application of scientific and technological solutions.

Orientation to 2030: Increase the capacity of factories and technological innovation, production capacity, product design (for textiles, leather). Continue to maintain and support the development of traditional key products with export turnover and high growth rate, creating many jobs, contributing large budgets to the province; in which all conditions are created for these products to participate more deeply in the global value chain.

In order to achieve the above objectives, Thai Binh offers solutions to develop the source of goods for export (push solutions), including:

Solutions on linking the development of export sources:

Strengthen measures to prevent epidemics and natural disasters in order to stabilize production and business of industrial production establishments, safety for employees and goods circulation activities, not to break supply chains; remove difficulties and obstacles in production, business and export activities of export sectors due to the impact of epidemics and natural disasters.

Applying scientific and technical advances, especially digital transformation in planning deep processing areas and agricultural production organization, creating prestigious brands, traceability, planting area codes for agricultural and aquatic products is the strength of the province associated with the market to create a source of quality goods for export. Control along the supply chain right from input supply to production to export. Formation of continuous agricultural clusters: Production – pre-processing – preservation – industrial processing to reduce post-harvest losses in agriculture. Encourage agricultural exporting enterprises to build raw material areas on the basis of strengthening vertical links between the components of the export supply chain to ensure stable and quality supplies.

Maximal support for enterprises to expand the production scale of export goods in order to increase the export source of processing, manufacturing, textiles, footwear… especially projects in industrial zones, clusters, traditional villages.

Organize the connection of supply and demand of goods for production between Thai Binh province and the provinces and cities; especially the neighboring provinces and cities (with quite strong production of raw materials such as Hanoi, Nam Dinh, Hung Yen, Hai Phong, etc., with advantages in terms of distance, transport convenience) to expand the linkage between export goods, increase the localization rate in the structure of export products, especially in the context of the period after Covid-19.

Regarding the development of supporting industries to promote increasing the rate of localization in the export commodity source: Thai Binh province consistently solutions: Implement programs to connect enterprises producing final products with supporting industrial enterprises to promote enterprises to improve capacity, gradually move to higher supply levels;

Priority is given to attracting investment from foreign-invested enterprises (FDI) with modern technology, environmentally friendly products and advancement is a priority for both FDI and domestic enterprises; attracting investment, supporting production development for supply enterprises at the end of the global supply chain (mainly domestic enterprises);

Encourage foreign-invested companies, multinational corporations that are investing in production in Vietnam, to call on companies that supply investment in production in Vietnam. To adopt appropriate preferential policies to attract investment capital of overseas Vietnamese through the media and domestic relatives to invest in the development of industrial production;

Continue to improve increasingly open investment mechanisms, policies and procedures; prioritize and encourage the attraction of industrial product production projects to support the application of high technology, products meeting international standards, ensuring the competitiveness of products and export goods;

Develop and implement programs to support local enterprises to become suppliers for multinational companies, specifically: Consulting, technical support to meet the standards of regulations. For enterprises that are in the training phase to become suppliers for assembly enterprises: Assistance in finding and transferring technology, financial support in construction, procurement of machinery, training of labor, connecting with agencies and organizations to certify the necessary standards; Support assembly enterprises, especially multinational corporations in finding, developing suppliers in Vietnam, including provincial enterprises: Support, supply, lease of machinery, technical solutions, sending experts to enterprises, supporting suppliers to apply supply chain management system; Connect, introduce the demand and supply capacity of provincial supporting industrial enterprises with multinational corporations, FDI enterprises; Promote the application of science and technology, digital transformation in production activities, creating high value-added export sources, in accordance with market standards in each region.
