Proposed implementation of Vietnam automobile industry strategy

The Government Office dated April 21, 2022 has the document No. 2506/VPCP-CN communicating the opinion of Deputy Prime Minister Le Van Thanh on the proposed implementation of the Vietnam automobile industry strategy.

Accordingly, the Office of the Government said that on March 23, 2022, the Vietnam Automobile Manufacturers Association (VAMA) sent a letter to Deputy Prime Minister Le Van Thanh about the registration to meet with the leaders of the Government to present the proposed Vietnam Automobile Industry Strategy according to world trends and contribute to the implementation of Vietnam’s commitment at COP26.

In this regard, Deputy Prime Minister Le Van Thanh assigned the Ministry of Industry and Trade to meet and discuss the proposals and recommendations of the Vietnam Automobile Manufacturers Association to have a synchronous solution to develop the Vietnamese automobile industry according to its assigned functions and tasks; report to the Prime Minister on matters beyond its competence.

Viet Nam is strongly committed at COP26

Climate change is a serious global challenge. Vietnam is one of the developing countries, heavily affected by the effects of climate change. At the COP26 Conference, Vietnam made strong commitments with 150 countries around the world pledging to bring net emissions to “0” by the middle of the century – 2050. With more than 100 countries participating in the Glassgow Declaration of the Leaders on Forests and Land Use; with 48 countries participating in the Global Declaration on the Transition of Coal Power to Clean Energy; with 150 countries participating in the Coalition for Action 2 on Safe Adaptation…

According to experts, the implementation of the commitments in COP26, especially the commitment to bring net emissions to “0” by the middle of the century of Vietnam is an inevitable and irreversible trend. Therefore, timely implementation of these commitments will bring great and long-term benefits to the country.

Recognizing that climate change is a global problem, attention and action are needed from all to limit negative impacts and gradually improve environmental vulnerability, especially as the popularity of car use in Vietnam is getting closer, especially in big cities.

According to the Vietnam Association of Automobile Manufacturers (VAMA), the environmental pollution is exacerbated in large cities where vehicles are the main agents due to exhaust gases carrying toxic substances such as CO, Pb, NOx… Therefore, in order to gradually limit this situation, aiming at Vietnam’s commitment to achieve zero net emissions by 2050, over the years, car manufacturers have constantly innovated technology, introduced fuel-efficient, emission-reducing and environmentally friendly vehicles.

Over the past time, the Ministry of Industry and Trade has also maintained the view that promoting green development is an important strategically significant task to achieve the goal of industrialization-modernization. In order to realize the objectives of production and promotion of the use of green and environmentally friendly technology vehicles of Vietnam, it is necessary to have appropriate policies as well as the role of economic instruments; including tax policy tools to promote the production and use of environmentally friendly products, especially automobile industry, special consumption tax policies for electric cars and environmentally friendly vehicle lines; import tax policy and other preferential and support policies for enterprises producing and exporting imports…

The development strategy of Vietnam’s automobile industry to 2025 with a vision to 2035 approved in the Prime Minister’s Decision No. 1168/QD-TTg dated July 16, 2014 has also clearly defined “Encourage the production of eco-friendly vehicles such as fuel-efficient vehicles, hybrids, biofuels vehicles, electric vehicles… meeting the requirements of emission standards according to the roadmap approved by the Prime Minister and “develop the automobile industry in sync with transport infrastructure development “.

Recently, in the Action Plan of the Ministry of Industry and Trade to implement Vietnam’s commitment at the COP26 Conference, the Ministry of Industry and Trade also focused on 3 main groups of tasks, including: First, implementing the tasks and solutions to control greenhouse gas emissions in accordance with the 2020 Environmental Protection Law and relevant guiding documents to implement the Law, contributing to the successful implementation of the goal of zero net emission reduction by 2050; Second, developing tasks and solutions to implement the global commitment to convert coal power to clean energy, towards the goal of zero net emission by 2050 of Vietnam; Third, developing a policy mechanism to encourage the development of electric cars.

In particular, the overall objective of the plan is to complete the policy mechanisms and implement the tasks and solutions to promote the reduction of greenhouse gas emissions for the whole Industry and Trade, strictly control the major sources of greenhouse gas emissions such as thermal power plants, energy-intensive industrial production facilities and greenhouse gas emissions such as steel, chemicals, paper, dyed textiles…

At the same time, the Ministry of Industry and Trade focused on developing tasks and solutions to implement Vietnam’s commitment to the conversion of coal power to clean energy and developing a project to establish a renewable energy center; gradually reducing the use of fossil energy to green and clean energy sources; at the same time developing a proposal to propose tasks, solutions, mechanisms and policies for the development of electric cars in Vietnam.
